Expert System, leading provider of semantic software that searches, discovers, classifies and interprets unstructured text information, today announced the appointment of Julie Hartigan, Ph.D. as CTO of Federal Programs, and Rita Joseph as Vice President of Federal Programs. Hartigan and Joseph will bring Expert System’s advanced, high speed, multilingual semantic processing to federal government agencies as they seek to be more open, analytical, efficient and collaborative. In an era where government seeks to “connect the dots,” both of these seasoned veterans will bring expertise and guidance to government for many reasons.

“Expert System understands the need for exceptional technology to meet the crucial demands of the government. Rita and Julie have the extensive experience not only in high-level management, but also in technology development to help us drive our federal program initiatives,” said J. Brooke Aker, CEO of Expert System USA. “The expansion of our executive team here in North American is directly in line with our overall goals and vision for growth in the U.S.”

Prior to joining Expert System, Hartigan served as the CTO at Teradata, and has previously held management positions with Autonomy and Content Analyst. Joseph joins Expert System with more than 25 years experience managing federal sales and operations. She previously held the position of VP of federal operations at Netbase Solutions, and has also held positions with Cassatt Corporation, Cognos Corporation and Autonomy.

“It’s clear that Expert System understands the need for product and technological innovation—which is an essential key to the success of any Federal Program,” Hartigan said. “I’ve seen first hand how crucial of a component this is to a company’s ability to maximize revenue while continuing to meet customer satisfaction.”

Expert System provides linguistic technology leveraging semantics for several industries, including government, to deliver on a host of high-value applications in areas of knowledge management. Hartigan and Joseph will drive the growth of Expert System’s Federal Programs, highlighting the importance of these capabilities for Federal agencies.

“As a company with the international credentials that Expert System has already established, it is primed for success here in the U.S. market,” said Joseph. “Based on my 25 years working for U.S. government operations, it’s clear that Expert System’s semantic technology is invaluable to providing intelligence early and accurately—and is a great tool to push the current administration’s goal toward 2.0 transparency and interaction.”
